Position: Operations Resourcing Team Lead

Location: Office based (Dundalk Co Louth, Ireland)

Reports to: CFO

However, we do this differently, instead of using conventional crewed survey ships, we have developed a marine robotic system known as an Uncrewed Surface Vessel (USV). Overview

This new role is responsible for establishment and leadership of the XOCEAN’s Operations Resourcing Team function. This team will be the workforce experts for the business fully responsible for workforce demand planning for operational employees and for contractor sourcing and lifecycle management, compliance, scheduling, mobilisation, contract management, and offboarding for all operational contractors.

Main Duties & Responsibilities

Responsibilities will include:

• Design and implement the Operations Resourcing Team operating model, governance frameworks and accountability structure.
• Lead the Operations Resourcing Team and define the longer-term team structure and technology roadmap required as the business grows.
• Own Operational workforce demand planning translating the work pipeline into a confirmed resource schedule, identifying operational workforce capacity gaps and forecasting future workforce requirements.
• Own delivery of approved contingent workforce solutions and contractor engagement activities to ensure contractors are onboarded and operationally effective.
• Own contractor sourcing strategy and end to end contractor engagement for approved contingent workforce requirements, in partnership with line managers who define requirements and approve candidates.
• Own supplier relationships, preferred supplier list, supplier framework agreements, rate governance and contractor performance management.
• Ensure engagement of contractor resources through appropriate sourcing route in partnership with line managers who define requirements and approve candidates.
• Own execution of contractor compliance processes including contractor agreements, certifications, contractor onboarding, contract management, and offboarding across all jurisdictions (Ireland, UK, Canada, Australia and other locations as required).
• Ensure all operational resources meet required compliance requirements before deployment.
• Fulfilling international mobility needs and supporting with recruitment as required
• Report workforce performance to the CFO weekly: schedule status, open gaps, compliance flags and cost.

Requirements: Essential Skills / Attributes and Experience

The successful candidate will have a proven record of managing projects with strong client relationship and interpersonal skills.

• Proven track record building a centralised workforce operations, resource management or contingent workforce function.
• Experience owning operational resource scheduling against a dynamic demand plan, including managing daily schedule changes, shift-level planning and multi-team co-ordination.
• Demonstrated commercial judgement in balancing workforce availability, contractor rates, budget constraints and operational delivery requirements.
• Experience owning compliance across multiple jurisdictions; IR35, right to work, employment status, certifications.
• Strong process design capability: able to build governance and accountability structures.
• Demonstrated ability to hold a clear line on compliance and scheduling accountability with senior operational stakeholders.
• Experience managing varied resource groups (employees, contractors etc) simultaneously at scale.

Desirable Experience

• Background in offshore, maritime, aviation or other operationally intensive shift-based sector.
• Experience with multi-jurisdiction employment compliance (Visas permits, STCWs etc across Ireland, UK, Canada, Australia and other locations as required).
• Familiarity with workforce management or scheduling technology selection and implementation.
