Summary Of The Role
The Board Operator Storage and Loading primary responsibility is to ensures all Distributed Control System (DCS) controlled RGLNG OSBL sections are operated safely and efficiently, within defined operational and integrity limits specified in the RGLBG Process Operating Guideline and Master Alarm Data Base. The Board Operator will monitor DCS parameters and anticipate deviations in accordance with RGLNG Ensure Safe Production standards, as well as execute safe startup, shutdown, and emergency procedures while assisting maintenance and other support groups for optimal facility reliability, availability, and utilization. The Board Operator will interact directly with a large group of stakeholders from various asset disciplines (Maintenance, Engineers, HSSE, C&P), contractors, and vendors, necessitating the completion of leadership, HSSE, and soft skills-specific training. This position is located in Brownsville, TX.

Key Responsibilities

  • Monitor OSBL plant operating parameters (LNG storage, loading, and utility units) on the DCS to identify potential threats to production, and opportunities for improvements in a timely manner
  • Execute OSBL unit objectives to meet the overall safety and production goals. The OSBL sections include (ground flare units, refrigerants storage units, LNG storage and loading units, condensate loading unit. plant and instrument air unit, Nitrogen generation unit, potable, fire, and demi-water units)
  • Proactively monitor all plant equipment to quickly identify changes to equipment health, and communicate changes, and concerns to the Control Room Supervisors
  • Follow up on all laboratory testing and results in a timely manner to ensure all operating parameters are maintained within limits and take appropriate steps to correct any deviations
  • Follow the plant start-up and shut-down schedule, including maintenance, equipment availability, and safety
  • Adhere to operations manuals/procedures and ensure using the approved operating procedures/checklists for process troubleshooting, the safe start-up, and shutdown of equipment
  • Respond to emergency situations under direction of the production Shift Manager and Control Room Supervisors to provide first-line emergency response in accordance with emergency procedures.
  • Participate in emergency response drills and trainings
  • Work closely with field operators, including guiding them on critical tasks and being attentive to the field operator’s observations and comments.
  • Provide direction, knowledge and insights to peers who are troubleshooting abnormal plant situations
  • Assist in developing operation lessons learned. Read and comprehend all RGLNG operating lessons learned. Share applicable industry lessons learned with the RGLNG teams
  • Display a strong positive attitude to manage and support change and improvement in our dynamic processes, ways of working, and our overall performance as we evolve into a fully operating asset post Commissioning Start-up and Ramp-up (CSU)



Minimum Requirements

  • High school diploma or GED
  • 5 years in LNG storage and loading production operations control room experience at a large-scale LNG facility
  • In-depth knowledge of Ship/Shore interface with LNG Carriers
  • In-depth knowledge of Utility units’ operation and wastewater treatment units
  • In-depth knowledge of Power and Electrical distribution systems



Preferred Requirements

  • Experience in mega projects and CSU phase

  • Must be able to wear all necessary PPE equipment to perform job functions
  • Operates in a complex construction environment
  • Exposure to indoor and outdoor weather conditions
  • Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid, or windy weather conditions
  • Exposure to moving mechanical parts and electrical circuits
  • Exposure to constant or intermittent sounds of a pitch level sufficient to cause marked distraction
  • Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios

  • Ability to move throughout all areas of the facility, including being physically capable of traveling to a designed muster point during emergency situations
  • Stand and/or sit continuously and perform job functions for a full shift
  • The incumbent is required to have fully mechanical motion and usage of all extremities
  • Physically able to walk, stand, bend, stoop, kneel, reach, twist, lift, push, pull, climb, balance, crouch, handle, and lift items weighing up to 20 lbs. without assistance
  • Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus
  • Must be able to clearly communicate with others via radio, phone, and verbal methods
  • May be required to enter confined spaces
  • May be required to work at elevated heights and access elevated structures without assistance
