JOB SUMMARY

Position is responsible for managing construction activities during the execution phase of the Rio Grande LNG (RGLNG) project. The incumbent will be responsible for construction oversight associated with the (RGLNG) project, which include but not limited to general construction activites within an assigned ISBL area or LNG liquefaction train. The incumbent will ensure the LSTK EPC contractor is successful with the completion of the project within the defined scope and schedule while adhering to the project specifications , HSSE and quality standards.

The job necessitates being physically capable of carrying out field surveillance tasks, which may involve extensive walking in and around a construction site in challenging conditions of high heat and humidity.

Key Responsibilities

  • Participates in the planning and readiness reviews of construction activities with the LSTK EPC Contractor Teams.
  • Helps to facilitate construction activities with the LSTK EPC Contractor, and other contractors performing work on the Project site.
  • Reviews and ensures LSTK EPC Contractor, and other contractors, works to and meet all schedule dates and commitments.
  • Takes ownership and promotes a culture that reflects the project and the organization’s values; encourages good performance and rewards productivity in line with policies and procedures.
  • Establish a professional relationship and lines of communication with both Owner’s and Contractor’s Project Field Engineering Team, Project Superintendents, Area Managers, HSSE Managers and other key members on the project team.
  • Reviews change orders associated with construction activities.
  • Ensures that all EPC activities are performed in accordance with approved project specifications, plans and procedures and that completed areas are fit for purpose.
  • Be a champion and steward of the Project’s environmental and safety programs, while ensuring that all safety and environmental requirements and standards are being adhered to.
  • Develop all required plans and procedures that ensures the Project’s success, while demonstrating to all relative internal and external customers that the scope of work is clearly identified, and that the Owner’s role within those work fronts is clearly defined and is aligned with the Commercial Agreement.
  • Understands the interrelationship between Quality Assurance/Quality Control and construction.
  • Responsible for facilitating Pre-Commissioning activities to ensure seamless transition to Commissioning & Startup
  • Responsible for coordination of successful interface between OSBL/ISBL construction teams.
  • Responsible for facilitating and coordinating any assigned offsite work with direct impact to the success of the Rio Grande LNG project.
  • Work closely with Quality and HSSE team members to achieve project objectives and reports all quality, safety and environmental deficiencies.
  • Reviews LSTK EPC Contractor’s plans and procedures in accordance with Contract requirements as required.
  • Interface with Project Controls team to report and track LSTK EPC Contractor’s progress (quantity reporting), as well as key performance indicators (KPIs) to Project Leadership.

Minimum Requirements

  • 10 years of managing major mechanical construction scopes including the construction of Oil and Gas mega projects.
  • 3 years experience in a construction management role for an Owner / Operator
  • Prior experience with a green field construction project required.
  • Proficient in understanding stick built piping, structural steel and civil construction methods.
  • Display effective communication skills crucial to motivating Project team members and presenting plans clearly and concisely.
  • Good organizational and time management aptitude with demonstratable project management skills.
  • Detailed knowledge of environmental and safety matters as they relate to the energy industry.
  • Knowledge of applicable codes and standards.
  • Ability to work on competing priorities to meet time-bound requirements.
  • Outstanding leadership and interpersonal skills with the ability to work effectively in a team environment while working under project schedule pressures.
  • Communicates effectively at all levels of the organization to ensure clarity in expectations and deliverables.
  • Computer literate including proficient with Microsoft Office Suite.
  • Excellent analytical and problem solving skills.
  • “Hands-on” method of working
  • Flexible with work scope requirements and responsibilities to ensure the successful completion of the Rio Grande LNG project.
  • Value relationship / team building with the EPC contractor counterparts.

Preferred Requirements

  • Degree in engineering or specialized courses in construction management and/or prior demonstratable work experience.
  • Previous experience as an Owner’s Project representative on LNG Liquefaction project
  • Experience with electrical construction and testing activities.

Work Environment & Physical Demands with or without reasonable accommodations

  • Operate in a complex construction environment.
  • Work is performed both in control room environment, with computers including DCS, and in the field in sometimes challenging weather conditions for extended periods of time.
  • Able to wear all mandatory/necessary PPE equipment to perform job functions.
  • Able to climb ladders and scaffolding, working on elevated platforms, navigating uneven surfaces, and operating in confined spaces or cramped spaces.
  • Able to use the standard-issued Personal Protection Equipment (PPE) necessary for each assigned task (i.e., harnesses, life vests, respirator, etc.)
  • Must be able to lift equipment needed to perform work.
  • Able to move throughout all areas of the facility, including physically capable of traveling to muster points during emergency situations.
  • Able to communicate with others via radio, phone, and verbal methods.
