SUMMARY OF THE ROLE

The Manager, Quality, will be responsible for the oversight of the EPC Contractor and sub-contractors during the execution of the Rio Grande LNG project (Project or RGLNG), ensuring adherence to stringent industry standards, regulatory guidelines, and best practices across the construction, commissioning, and startup of the Project. This position will ensure all parties comply with the established quality control systems, monitoring compliance and contractual obligations throughout the Project.

KEY RESPONSIBILITIES

  • Manage best-in-class quality standards through construction, commissioning, and startup phases of the RGLNG project.
  • Lead by example, a team of inspectors while monitoring the activities of the EPC contractor and subcontractors to ensure adherence with Project standards and contractual obligations. Activities include:
  • Monitor the progress of Project and oversight of Key Performance Indicators.
  • Identify, investigate, and resolve project quality issues.
  • Review the Project’s Inspection and Test Plans (ITP’s), an ensure inspection personnel utilize only approved drawings and data sheets for final acceptance.
  • Participate in all critical inspections and tests that Contractor or other third-parties will perform at jobsite.
  • Track project deficiencies (NCRs and CARs) and verify that resolutions are implemented according to approved dispositions.
  • Ensure contractor is performing quality reporting per the contract.
  • Ensure communication between Contractor, subcontractors, and RGLNG teams.
  • Provide thorough and efficient Project documentation review, comments, and follow-up in a timely manner.
  • Ensure the EPC contractor implements the project's preservation processes to ensure that all materials and equipment are properly maintained and protected before commissioning.
  • Assist by following up on technical questions, challenges, or potentially non-conforming items identified by the Contractor.
  • The Quality Manager will act as subject matter expert for any items related to Quality Assurance and Quality Control.
  • Perform verifications and assessments to ensure adherence to quality management system, identify gaps and initiate corrective actions.
  • Maintain acute awareness of the quality inspectors’ skillsets, step in to support as necessary and enhance the team’s performance by guiding and training as required.
  • Promote quality awareness throughout the Project.

REQUIREMENTS

Minimum/preferred experience required for the position:

  • 15 yeas in Quality Assurance, 10 years in Construction and 5 years with Owner/Operator
  • Must have at least 10 years of experience during EPC execution phase of major oil and gas projects.
  • Proven experience Quality Assurance and Quality Control roles while demonstrating career progression, on major oil & gas capital development projects.
  • Must have experience working for Owners (direct or as representative). Experience in LNG highly preferred.

Minimum/preferred knowledge, skills and abilities required of the position:

Candidate must have one of the following areas of expertise:

  • Mechanical – That includes static and rotating.
  • Piping – That includes welding, coating and insulation.
  • Electrical and Instrumentation – That includes controls systems and electrical.
  • Full understanding of industry codes and standards such as ANSI, ASME, ASTM, API, etc.
  • Spanish (desirable, not required).

Required/preferred education:

  • Associate degree, Technical or High School Diploma. Bachelor’s degree in engineering or relevant field highly preferred.
  • Professional certifications (e.g., AWS, CWI, API, or NACE).

  • Physical requirements – Ability to perform physical labor for extended periods of time in various weather conditions. Mobility and flexibility to inspect and reach any area of the facility.

Work Environment

  • Must be able to wear all necessary PPE equipment to perform job functions.
  • Operates in a complex construction environment.
  • Exposure to indoor and outdoor weather conditions.
  • Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid, or windy weather conditions.
  • Exposure to moving mechanical parts and electrical circuits.
  • Exposure to constant or intermittent sounds of a pitch level sufficient to cause marked distraction.
  • Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios.

Able to meet the following physical demands of the job, with or without reasonable accommodations:

  • Ability to drive to other Company work locations as required.
  • Ability to move throughout all areas of the facility, including being physically capable of traveling to a designed muster point during emergency situations.
  • Stand and/or sit continuously and perform job functions for a full shift.
  • The incumbent is required to have fully mechanical motion and usage of all extremities.
  • Physically able to walk, stand, bend, stoop, kneel, reach, twist, lift, push, pull, climb, balance, crouch, handle, and lift items weighing up to 20 lbs. without assistance.
  • Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
  • Must be able to clearly communicate with others via radio, phone, and verbal methods.
  • May be required to enter confined spaces.
  • May be required to work at elevated heights and access elevated structures without assistance.
