SUMMARY OF THE ROLE

The HSSE Advisor reports to the Owner’s Project HSSE Manager, and will serve as a technical resource to provide direction on the safe execution of work, following all HSSE policies/procedures, regulations, and compliance requirements. The HSSE Advisor will strive for continuous improvement to ensure “Zero Accidents” over the life of the Project, while supporting safety performance that is inclusive of the Client’s vision and strategic plans. This position primarily consists of validating and participating in the HSSE programs of the Lump Sum Turn Key (LSTK) EPC Contractor and their lower tier Subcontractors. The HSSE Advisor will also be responsible for reviewing and validating the HSSE programs of other Contractors performing work within the RGLNG property site who are not associated with the LSTK EPC Contractor. This role will develop a close working relationship with the LSTK EPC Contractor, as well as other Contractors performing work at the RGLNG Project site, at all phases and will serve as a champion for project HSSE compliance. The HSSE Advisor will also support the HSSE corporate function to ensure necessary processes are developed and implemented to support the construction phase as well as post-handover Commercial Operations.

KEY RESPONSIBILITIES

  • Support both the Project and corporate functional HSSE needs of the organization.
  • Support and coordinate the implementation of both the Project and corporate functional HSSE policies and procedures.
  • Utilize “Stop Work Authority” when witnessing any unsafe, or risky, behavior.
  • Provide coaching and mentoring to field personnel on how to properly identify, investigate, address and mitigate issues related to HSSE policies and procedures.
  • Audit worksite and observe employees to determine compliance with respective HSSE policies and procedures.
  • Prepare reports of audit findings to include recommendations for corrective actions
  • Provide support by maintaining a visible presence in the field.
  • Review and advise on best practices and gaps in safety practices.
  • Prepare and maintain records, reports and correspondence relative to HSSE for Owner’s Project team.
  • Ensure HSSE reporting is completed for all activities on time and in full.
  • Support HSSE onboarding to Owner’s new team members and ongoing support to existing team members.
  • Support and/or lead incident investigations and develop Lessons Learned from incidents where applicable.
  • Strong, proven track record of creating positive rapport with field personnel. Supports and implements a communication strategy that promotes engagement between management, front line supervisors, foremen, technician/craft personnel and contractors to create a culture where HSSE is a principle and not a priority.
  • Broad experience in implementing HSSE Management Systems.

REQUIREMENTS

Minimum/preferred experience required for the position:

  • Minimum of 5 years’ HSSE experience working on large capital Oil & Gas Projects.
  • Proficient in the use of Microsoft Office applications is necessary to develop and maintain all reports and presentations.
  • Experience working in HSSE on Greenfield LNG construction projects preferred but not required.
  • Experience working in HSSE on Owner/Client Greenfield LNG construction projects preferred but not required.

Minimum/preferred knowledge, skills and abilities required of the position:

  • Detail orientated and able to quickly review documentation for accuracy and relevance.
  • Bilingual (English / Spanish) preferred.
  • Possess superior verbal, written, interpersonal, public speaking, facilitation and presentation communication skills when interacting with both internal and external stakeholders.
  • Working knowledge of Federal general industry and construction safety requirements including PSM (Process Safety Management).
  • Ability to meet highest attendance requirements.
  • Ability to handle multiple assignments on a timely basis with a high degree of accuracy.
  • Ability to climb stairs, ladders, and enter confined spaces as required to complete safety audits and assess job site conditions for working environment hazards.
  • Strongly internally motivated to proactively find potential risks and innovate options to eliminate or mitigate.
  • Ability to coach and influence individuals at all levels of an organization as well as with contract partners.
  • Ability to provide technical expertise on health and safety compliance and regulatory programs.
  • Legal authorization to work in the U.S. on a full-time basis for anyone other than your current employer.

Required/preferred education:

  • B.S. in Engineering, Safety & Health or other related technical/science field, or equivalent work experience.

Work Environment

  • Must be able to wear all necessary PPE equipment to perform job functions.
  • Operates in a complex construction environment.
  • Exposure to indoor and outdoor weather conditions.
  • Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid, or windy weather conditions.
  • Exposure to moving mechanical parts and electrical circuits.
  • Exposure to constant or intermittent sounds of a pitch level sufficient to cause marked distraction.
  • Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios.

Able to meet the following physical demands of the job, with or without reasonable accommodations:

  • Ability to drive to other Company work locations as required.
  • Ability to move throughout all areas of the facility, including being physically capable of traveling to a designed muster point during emergency situations.
  • Stand and/or sit continuously and perform job functions for a full shift.
  • The incumbent is required to have fully mechanical motion and usage of all extremities.
  • Physically able to walk, stand, bend, stoop, kneel, reach, twist, lift, push, pull, climb, balance, crouch, handle, and lift items weighing up to 20 lbs. without assistance.
  • Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
  • Must be able to clearly communicate with others via radio, phone, and verbal methods.
  • May be required to enter confined spaces.
  • May be required to work at elevated heights and access elevated structures without assistance.
