SUMMARY OF THE ROLE
NextDecade is seeking a full-time Quality Assurance Manager to support long-term operations for the Rio Grande LNG facility located near Brownsville, Texas. The position will require work from Houston during early job phases before transitioning to Brownville, Texas prior to commissioning and startup.
- The incumbent will report to the Sr. Director of Engineering in the Operations Department, under the leadership of the Sr. Vice President of Operations.
- Peer level managers will include the Ready for Operations (RFO) Manager, Process Engineering Manager, Facilities Engineering Manager, Brownfield Projects Manager, and Process Safety Manager.
- Direct reports will include two Lead Quality Assurance Engineers. One of the Lead Quality Assurance Engineers will manage the Document Control Supervisor and a team of document control personnel.
KEY RESPONSIBILITIES
- Manage and champion the quality assurance process throughout the facility.
- Establish and manage the Quality Management System (QMS).
- Ensure that equipment, materials, and services meet or exceed Original Equipment Manufacturer (OEM) and RGLNG quality specifications and standards.
- Manage the document control effort by establishing and managing the Electronic Data Management System (EDMS) to ensure all documents include all required metadata and are accurately categorized, filed, up to date, and readily available.
- Maintain up to date RGLNG guidelines, procedures, standards, and specifications within the EDMS.
- Develop and approve audit schedules, select lead auditors, and audit teams.
- Maintain detailed and accurate inspection and audit records within the QMS and EDMS.
- Conduct and/or manage audit interviews and investigations.
- Review audit reports and approve/reject audit reports from a quality perspective. Present investigation/report findings to department and senior management.
- Manage materials inspection as they enter the facility.
- Work with third parties and key suppliers to establish and manage quality related agreements and expectations.
- Establish and manage the continuous improvement program to drive continuous improvement throughout the facility.
- Develop and/or manage continuous improvement projects.
- Manage approve/reject Corrective Action Reports (CARs) and Preventive Action Reports (PARs), and maintain within the EDMS.
- Participate in root cause failure analysis (RCFA) efforts to identify and address quality related failure mechanisms.
- Work with the Reliability and Maintenance teams and third-party inspectors, to ensure that quality standards are met or exceeded regarding materials and supplies, piping and equipment installations, repairs, and craftsmanship.
- Work with the Legal Department, Commercial Department and Operations Department Managers to manage and control document/records retention.
- Ensure documents and records are ISO 90001 compliant.
- Work closely with HSSE, Engineering, Maintenance, and Operations teams to ensure compliance with American Petroleum Institute (API) standards and ISO 45001 compliance.
- Work with the Training team to develop quality department training programs.
REQUIREMENTS
Minimum experience required for the position:
- Experience in leading and motivating staff with proven ability to guide, mentor, and inspire.
- Substantial experience with managing quality assurance, document control, and continuous improvement programs.
- Proven experience with managing interfaces and working closely with Project, Operations, Commercial, and Legal teams throughout FEED, detailed design, construction, commissioning, startup, and post startup operations. The position will focus primarily on post startup operations.
- Demonstrated experience with identifying and managing critical success factors and risks.
- Demonstrated commitment to safety and environmental guidelines and experience leading by example and working within intercompany HSSE standards.
- Proven record in the application of intercompany and external audits and functional assurance processes.
Minimum knowledge, skills, and abilities required:
- 10+ years of Quality Management & Continuous Improvement experience
- 5 – 10 years of Document Management experience
- Demonstrated proficiency with Electronic Data Management Systems (EDMS)
- Knowledge of applicable US-based LNG facility codes, standards, and regulations
- Knowledge of piping & equipment inspection and Nondestructive Examination (NDE) techniques
- Knowledge of ASME Sec. VIII, Sec. IX, B31.1, B31.3, API 520, 521, 650, 653 & 1104
- Knowledge and experience with LNG facility applicable industry standards, regulatory codes, and recommended practices.
- Willingness to travel to manufacturer, contractor, vendor, key supplier, service provider, and other third-party sites.
- Willingness to travel domestically and internationally, as necessary.
- Familiarity with Hazard Identification studies (HAZIDs), Process Hazards Analyses (PHAs), and Hazard and Operability studies (HAZOPs).
Preferred knowledge, skills, and abilities:
- LNG liquefaction facility quality management experience
- Technical writing proficiency
- Familiarity with maintaining ISO 9001 certification(s)
- Bilingual in English and Spanish

Work Environment
- Must be able to wear all necessary PPE equipment to perform job functions.
