SUMMARY OF THE ROLE

NextDecade is seeking a full-time Process Safety Manager to support long-term operations for the Rio Grande LNG facility located near Brownsville, Texas. The position will require work from Houston during early job phases before transitioning to Brownville, Texas prior to commissioning and startup.

  • The incumbent will report to the Sr. Director of Engineering in the Operations Department, under the leadership of the Vice President of Operations.
  • Peer level managers will include the Ready for Operations (RFO) Manager, Facilities Engineering Manager, Process Engineering Manager, Brownfield Projects Manager, and Quality Manager.
  • Direct reports will include Process Safety Management Advisor

RESPONSIBILITIES

  • Ensure adherence to Next Decade corporate and Rio Grande LNG safety specifications, standards, and procedures.
  • Manage the Process Safety Management (PSM) effort for a multi-train LNG facility.
  • Coordinate the engineering team portion of the facility-wide Safety Case.
  • Provide input and advice regarding safety and associated regulatory requirements for the Management of Change (MOC) team.
  • Conduct and/or coordinate Process Hazards Analysis (PHAs), Hazard and Operability Study (HAZOP), Layer of Protection Analyses (LOPAs), Operations, Qualitative Risk Assessments, and externally Quantitative Risk Assessments as necessary.
  • Champion the facility-wide Barrier Management effort.
  • Champion the Alarm Management program.
  • Manage PSM related software, contracts, and licenses.
  • Ensure PSM requirements and actions are progressed through the Computerized Maintenance Management System (CMMS).
  • Establish and manage external relationships with external safety and risk assessment consultants and service providers.
  • Liaise with EPC partner(s) PSM personnel.
  • Participate in incident investigations.
  • Participate in safety related Root Cause Analyses (RCAs) and proposed solutions.
  • Coordinate with the RGLNG Safety Team to help ensure safety related regulatory compliance with OSHA, PSMSA, FERC, NFPA and other regulatory agencies.
  • Organize and conduct routine internal safety audits and coordinate periodic external safety audits.
  • Provide safety and regulatory input into the RGLNG Risk Based Inspection (RBI) program.
  • Manage budget for the Process Safety Management (PSM) team.

REQUIREMENTS

Minimum experience requirements:

  • Safety professional with wide exposure to diverse environments.
  • Demonstrated knowledge of OSHA, PHMSA, FERC, NFPA and other regulatory agency safety codes, standards, and API Recommended Practices.
  • Substantial experience with coordinating and conducting PHAs, HAZOPs, LOPAs, and risk assessments.
  • Significant experience with LNG facility operations.
  • Significant experience with safety related process controls, alarms, and trips.
  • Demonstrated experience in championing and motivating staff with proven ability to guide, mentor, and inspire.
  • Demonstrated troubleshooting, problem solving, and analytical skills.
  • Demonstrated experience with conducting and participating in incident investigations.
  • Experience with Risk Based Inspection (RBI) programs.
  • Experience with Management of Change (MOC) regulatory requirements and processes.
  • Proven experience with managing interfaces and working closely with Project and Operations teams during detailed design, construction, commissioning, startup, and post startup operations.
  • Demonstrated experience with identifying and managing risks and critical success factors.
  • Demonstrated commitment to safety and environmental guidelines and experience leading by example and working within intercompany HSSE standards.
  • Proven record in the application of intercompany and external audits and related functional safety processes.

Minimum knowledge, skills, and abilities required:

  • 5+ years of Process Safety Management.
  • 5+ years in LNG plant design and/or operations.
  • 10+ years of experience within the oil and gas industry.
  • APCI liquefaction facility operations experience.
  • Experience and knowledge of API RP 74, 750 and OSHA 1910.
  • Substantial experience with Process Safety Management (PSM) and Management of Change (MOC) requirements.
  • Sound technical writing skills and presentation abilities

Preferred knowledge, skills, and abilities:

  • Experience working within a Safety Case for hazardous facilities, including design and establishment of Safety Critical Elements (SCE) and preparing the associated performance standards.
  • Experience as a Technical Authority in safety related fields, such as Management of Change (MOC) and Process Safety Management (PSM).
  • Experience with Condition Monitoring & Risk Based Inspection (RBI) programs.
  • Familiarity with maintaining ISO 9001 certification(s).

Required education & certifications:

  • B.S. or higher in Chemical, Mechanical, Petroleum, or Safety Engineering

Preferred education & certifications:

  • Professional Engineer, TX (or equivalent)
